ABSTRACT: Restorative Justice is a change of paradigm regarding traditional Criminal Justice System. Instead of retribution it promotes reparation and empowerment for the victim, accountability and rehabilitation of the offender and inclusion in the community. The European Forum For Restorative Justice (EFRJ,) has been promoting since 2000 the spread of this movement in Europe as the most visible organization and working mainly with the EU agencies. The involvement of the Basque Government in the EFRJ´s work, has allowed for improving Victim Offender Mediation services towards European quality standards. In addition, different European movements like the EFRJ, have inspired legislative changes in the EU that have had direct impact in the Spanish criminal legislation to establish a model more restorative and less punitive.
